Short answer: Yes, with a segmented diamond disc. A 4 inch grinder cuts roughly an inch deep in one pass, which is enough for pavers, brick, tile backer and shallow score lines. For anything thicker, cut from both sides or rent a saw.
What can a 4 inch grinder actually cut?
Know the limit before you start. A 4 inch disc has about an inch of usable depth once the arbor and guard are accounted for.
That covers a lot: pavers, brick, cinder block faces, mortar joints, thin stone, marble and granite tile, and scoring a slab before you break it out. It does not cover cutting a 4 inch slab in one go. For that you either flip the piece and meet your cut from the other side, or you rent a proper concrete saw.
Trying to force depth out of a small grinder is how people bury the guard, bind the disc and lose control of the tool.
Why does concrete need a different disc than metal?

Concrete, granite and marble are abrasive in a way steel is not. They generate serious heat, and heat is what kills a diamond disc: the bond softens, the grit falls out early, or the rim glazes over and stops cutting.
The fix is gaps in the rim. A segmented disc has slots cut into the edge. They let air through to carry heat away, and they clear the slurry that would otherwise pack into the cut.

How do you cut it?
- Snap a chalk line. Freehand looks fine until you step back.
- Score shallow first. A pass about a quarter inch deep gives the disc a track to follow and stops it wandering across the surface.
- Deepen in stages. Two or three passes, not one heavy one. Forcing depth overheats the rim and stalls the tool.
- Keep the disc moving. Dwelling in one spot builds a hot spot that dulls the segment.
- Cut from both sides when you can. Score both faces, then break the piece along the line. Cleaner than trying to cut all the way through.
Wet or dry?

Wet cutting is cooler, kills nearly all the dust and extends disc life. It also means water near an electric tool, so it needs a GFCI and care.
Dry cutting is faster to set up and fine outdoors in short bursts. Give the disc breaks to cool by running it free of the cut for a few seconds.
Whichever you choose, do not dry cut indoors without extraction. Which brings us to the part that actually matters.
The dust is the real hazard
Cutting concrete releases crystalline silica. Breathing it causes silicosis, and that damage is permanent and cumulative. It does not hurt at the time, which is exactly why people ignore it.
- Cut wet whenever you can. It is the single most effective control.
- Wear a fitted P100 or N95 respirator, not a cloth mask or a bandana.
- Work outdoors or with extraction on the tool.
- Keep other people out of the dust cloud.
Then the ordinary gear: safety glasses because concrete throws hard fragments, ear protection because this is one of the loudest jobs a grinder does, and the guard fitted properly.
Why did my disc stop cutting?
It has probably glazed. When a diamond rim runs too hot or cuts material that is too soft, the exposed grit dulls and the bond smears over it. The disc spins, rubs and polishes instead of cutting.
You can bring it back by cutting something abrasive: a concrete block or a dressing stone opens the bond and exposes fresh grit. Then cut cooler than you did before, or the same thing happens again.
